ICC agrees overseas players cap for new T20 leagues

New ruling will not yet apply to existing leagues such as the ILT20 and MLC

Nagraj Gollapudi and Osman Samiuddin13-Jul-2023

Major League Cricket currently allows six overseas players in a starting XI•Major League Cricket

The ICC has approved a cap of four overseas players – active or retired – and seven local players, which can include Associate players, for all new T20 leagues. The ruling will not initially affect existing tournaments such as the UAE-based International League T20 (ILT20), the US’s Major League Cricket (MLC) and Canada’s Global T20 (GLT20), all of which allow more than four overseas players in the playing XI. These leagues will, however, have to conform to those limits within a reasonable period of time. Additionally, leagues will have to pay a 10% release fee to the home board of each player it hires every season. The new regulation was voted in by cricket’s chief executives, though not without hiccups after intense deliberations over two days in Durban, where the ICC’s AGM ended on Thursday. The recommendation to limit the number of foreign players in a league had come from an ICC working group tasked last year to fight the player drain feared by some Full Members from the mushrooming of T20 leagues, especially in non-Full Member countries. On Tuesday, when the ICC’s chief executives committee (CEC) first met, the original working group proposal which capped overseas players at four and required a minimum of four local players in all leagues was actually voted down 8-6. However, the CEC continued discussions and reconvened on Wednesday to discuss an amended recommendation (redrawn by the working group) through which this new consensus was reached: all new T20 leagues cannot have more than four overseas players in an XI, but they can list Associate players as locals, providing them exposure as well as expanding cricket’s growth in smaller countries. The ICC Board, which met on Thursday, then ratified the CEC recommendation. The development will come as some relief to the ILT20 and MLC, which allow nine and six overseas players respectively in their playing XIs. The Global T20, which has been revived by Cricket Canada and starts later this month, allows five overseas players from Full Member countries in the playing XI alongside minimum of three locals with the remaining slots filled by a combination of players from Associates and Americas. The ILT20 was launched this January, and the MLC’s inaugural season kicks off on Thursday in Dallas. How much time these leagues are given to get within the representation caps of the new regulations will likely be decided on a case by case basis, depending on the commercial agreements each league has in place as well as agreements with franchises on the composition of a starting XI.The ICC working group which has been working on the proposal comprised Wasim Khan (ICC general manager of cricket), along with Arun Dhumal (IPL chairman and BCCI representative on ICC’s CEC), Johnny Grave (CWI CEO), Nick Hockley (Cricket Australia CEO) and Mubashir Usmani (Emirates Cricket Board secretary). It was formed after members began to express concerns at last year’s AGM in Birmingham about the emergence of leagues which, at that time, were under no hard cap restrictions for overseas players.BCCI initially voted against hard capThe Emirates Cricket Board and Cricket Canada both are currently represented at the CEC, which is made up of the 12 Full Members and three Associate Members. During the Tuesday vote, all three Associate members are believed to have voted against the original proposal that would have seen a minimum of four local players in the XI in a T20 league as well as a maximum of four overseas players.ESPNCricinfo understands that the BCCI, NZC, the BCB, SLC and Zimbabwe Cricket joined the Associates in voting against that proposal. The PCB, CWI, Cricket Australia, the ECB and Cricket Ireland, meanwhile, voted for the regulation.Regardless of that first vote, however, there was a resolve among CEC members for some regulation that, according to an official present at the meeting, “protects the sport”. Members agreed that cricket must avoid conditions, for example, that could lead to the kind of breakaway and eventual takeover of the sport that golf has undergone recently. That began with prominent golfers defecting to a parallel circuit, LIV Golf, owned by Saudi Arabia’s Public Investment Fund, after being offered unparalleled financial rewards. After a brief, troubled period, the end arrived last month with an agreement forged between the PGA, who hitherto ran golf, and LIV Golf, who had set up the breakaway circuit.Though a commitment to international cricket remains among Full Members, the spread of IPL franchise owners into other leagues worldwide is heralding major change and forming, essentially, a parallel calendar. Four of the six franchises in MLC, cricket’s next attempt to the break into the US market, belong to owners of IPL franchises. Three of those owners have a franchise in ILT20, too. The MLC allows six overseas players in the XI and with salaries as high as USD$175,000 on offer for less than a month, several leading players globally – barring India – have signed up.That league comes hot on the heels of CSA’s SA20, launched earlier this year at the same time as the ILT20 (nine of the 12 franchises across those two leagues are owned by IPL owners) and Canada’s Global T20 which starts on July 20.The working group’s recommendations first came to light last month, after the group met during the World Test Championship (WTC) final between Australia and India at The Oval. The group has been driven by the concern that T20 leagues running parallel in different continents with international and domestic cricket has created scenarios such as that faced by New Zealand and Trent Boult. Boult effectively became a free agent after turning down a national contract last August so that he could shape his time and commitment towards a better work-life balance by playing in leagues.10% release fee proposedThe CEC also accepted the working group’s proposal to have T20 leagues pay a 10% release fee to players’ home boards every season. The 10%, described as a solidarity fee, is a proposed amount and can be negotiated between the host board conducting the league and the player’s home board. The IPL has been paying release fees since its inception – the BCCI pays boards a minimum 10% release fee per player. Other leagues, too, have negotiated similar amounts in bilateral agreements with fellow boards, in order to obtain no-objection player certificates. One concern raised during an earlier meeting in London was whether Associate boards could afford the release fee considering the limited funding they get from the ICC. Passing the onus to the franchise, at least one working group member said, wouldn’t be easy, since no such clause might exist in current contracts. The other solution, the group had suggested, would involve deducting it from the player’s fee. It is not yet clear who will foot the release fee eventually.

Hayden banks on 'wingman' Smith to aid Cummins at the World Cup

The former Australia opener also feels Warner should be locked in to open at the World Cup

Khawaja ‘proud’ of Ashes achievement despite missing out on series win

A bowling captain who plays all three formats, and leads in two of them. Pat Cummins has a lot on his plate, especially with an ODI World Cup in India coming up, but Matthew Hayden feels that with Steven Smith always “flapping around” on the field, “it’s a solution that Australia’s got covered” at the moment. However, Hayden feels Cummins is a very different sort of ODI World Cup captain for Australia from the ones of the past.”We’ve always had a very settled Australian captain with vast experience when you think back to the World Cups – Allan Border’s World Cup-winning effort here in India [in 1987], [had] lots of experience,” Hayden said at an event in Mumbai. “It was a legacy captaincy, and you could go right down through the ages: Ricky Ponting, [and] Michael Clarke – all World Cup winners, and all [with] vast experience.”It’s got to help, there’s no doubt about it. But between the other characters like Steve Smith – you’ve seen how visible he is when Pat’s got the ball in his hand, he’s flapping around as he busily does anyway. But he has got a good wingman in Steve Smith as well, again with lots of experience. So, I’m not saying it’s a team captaincy, but I think it’s a solution that Australia’s got covered.”Related

One of the topics of discussion in Australia – not just leading into the World Cup, but also otherwise – has been the future of David Warner in the national team. In fact, not just Warner, but other senior players too, with chances that Australia could well be heading towards one of those periods of transition all teams go through. As far as Hayden is concerned, though, Warner is a lock at the top of the batting order at the World Cup.”[Travis] Head and Warner, I think, are your key openers,” Hayden said. “[Mitchell] Marsh can do a job. But in all conditions, when you look at the role that Marsh is going to play as an allrounder, I think a specialist opening a World Cup is important.”But if you’re an Australian coach, you’d have no question going, ‘We want Marsh to come up and open’. And his role can float in and around the order on any given day if they need to have quick runs inside the powerplay, for example, rather than, well, you talk about Travis; he’s still got a strike rate of 96. So it’s still an enormous strike rate. But Marsh can be someone that can have an impact at the top if on any given day they need to have a bigger powerplay than any other given opportunity.”Matthew Hayden has David Warner as his key opener for the World Cup•Getty Images

Warner has already said that he is hoping to sign off from Test cricket in Sydney in the new year when Pakistan visit, and finish up with international cricket altogether at the 2024 T20 World Cup. It might not be in his hands, though.”Knowing Australian selectors and the Australian sporting culture, the selectors wouldn’t sit around the table and say, ‘oh, what does David Warner want in terms of his own playing career?’ They would look at it in terms of is he performing and what is our plan as a nation around how it is we project this series, into the next series,” Hayden said.”Because in 2024, India come [to Australia] for the first five Test-match series. So they’ll be looking at all those factors, and they’ll also be concerned about why it is that they haven’t got options aplenty when it comes to replacing David Warner.”I think back to my time as well, and at that time, there was myself, Greg Blewett, Matthew Elliott… there were four or five really great options with strong first-class performances over a long period of time. So we’re always having to look at our first-class set-up, and the names that have been always coming around have been [Marcus] Harris, [Matt] Renshaw – these names which are more than capable of producing good Test-match cricket.”But are they as good as Davey Warner? And the answer is, in their [selectors’] eyes, no. But sooner rather than later, their answer is going to have to be, ‘what is our next step?’ Now David’s saying that’s on his terms in Sydney, but I don’t think that’s necessarily what the Australian selectors will be thinking.”Aaron Finch has retired, and while Cummins might have a few years in him, Nathan Lyon at 35, might not. Usman Khawaja is 36 and Smith and Glenn Maxwell are 34. Mitchell Starc and Josh Hazlewood are 33 and 32, respectively. Thus, the Australian selectors will have a lot to think about soon.”Experience matters,” Hayden said. “I think Maxwell was reported saying that the scars of his past were something that he felt he could use to his advantage. And I don’t disagree with that. I guess when we look at age groups of players now, we tend to think about my generation or the generation before. The modern player has had so much attention and detail to his fitness, and I just think that age group – maybe it was 35 during our professional playing years – it’s maybe into that sort of higher end of the 30s, even 37, 38.The inevitable transition coming up: Nathan Lyon is 35, Steven Smith is 34 and Usman Khawaja is 36•Getty Images

“Australia has always been ruthless, though, around turning over players. In my time, Mark Waugh – who could have played another 50-60 games – gave way to a young Hayden. [That] gave me an opportunity to play 50-odd games ahead of a World Cup, and it paid dividends because I still, a bit like Maxwell was saying, believe that experience does matter in a World Cup.”When you’re under pressure, you’ve been away from home a long time, you’re in the cauldron of Kolkata or over in Chennai where we play India in the first game on the 8th [of October], if you’ve been there, and done it before, and a lot of these players have played extensive seasons of IPL cricket, [and] have had three or four, five, six, even seven tours of this country. And they’ve broken the back of India as well in India.”The last series, I think back in March, was 2-1 [in Australia’s favour]. So lots to prove, but also I suppose on the other side of it, youthful talent and also unseen talent can also blast away, and just no one’s really seen them, and they take on the world and perform on that stage.”

Lizelle Lee, the former South Africa batter, has signed to play for the Blaze in the final rounds of this season’s Rachael Heyhoe Flint Trophy.Lee, 31, who retired from international duty last year, will replace South Africa allrounder Nadine de Klerk after she was called up for the tour of Pakistan. An experienced opener across formats, Lee featured for Trent Rockets in the most-recent edition of the Hundred, scoring 165 runs from seven innings. The Blaze, who also play at Trent Bridge, currently sit top of the RHF Trophy standings, with six wins from 10 games.”I am very excited to join up with the Blaze, particularly having played with some of my soon-to-be team-mates during The Hundred,” she said.”They have been playing really well across all competitions so far, and I hope that I can contribute and help push for qualification in the Rachael Heyhoe Flint Trophy.”Chris Guest, the Blaze head coach, said: “Lizelle is a great addition for us as we get to the business end of the competition. We’ll benefit not only from her skills, but her knowhow in big games too. We’ve seen plenty of times how destructive she can be on her day.”We are in a good position with our focus solely on 50-over cricket now, which gives the team a real energy and drive to finish the season well, and Lizelle will add impetus to the group.”
